此次會議共195個國家參與，中方再次成為會議發起國，自從漂亮國退出教科文組織成員國後，東瀛國也隨之退出。
圓形的大會場內，莊嚴肅穆，所有成員國的科學代表無一缺席。
此時聯合國教科文組織秘書長萊恩博士正宣布著會議議題。
