摘要：通過建立失業保險功能評價指標體係，並運用西部各省區和全國的平均數據進行計算、比較發現，西部各省區失業保險的保險供給、就業促進和生活保障等功能在實踐中具有較大的差異。陝西省失業保險的保險供給和生活保障功能在實踐中高於全國平均水平，居西部十二省區的前列；但是就業促進功能還有待進一步完善。

Abstract： According to constitution of the evaluation system of the unemployment insurance，and at the same time computing and comparing the average data of the provinces in the western part of the country，we then find out that there are many differences between the supply of the unemployment insurance，employment acceleration in the provinces in western part of our country。 The supply of the unemployment in Shaanxi government can be a mid-level in the country and a high-level in all the western provinces。 It should be improved in the function of employment acceleration。

失業保險製度作為一個國家和地區社會保障體係的重要組成部分，關係著失業人員的基本生活保障問題，我國自實行失業保險製度以來，在保障失業人員基本生活、促進失業人員再就業方麵一直發揮著基本的保障作用，客觀上保證了我國社會經濟的良性運行和協調發展。但是由於曆史原因，我國曾經集中產生了一批下崗失業人員，隨著市場經濟體製的完善，失業人員將會繼續存在和不斷產生，失業保險所承擔的社會責任將會越來越重要。本文通過建立失業保險功能評價指標體係，並運用西部各省區以及全國的平均數據進行計算、比較，以期發現陝西省失業保險製度在實踐中的優勢和不足，為陝西省失業保險製度的進一步完善提供理論依據。
@@@一、失業保險功能評價指標的建立
國務院在1999年頒布的《失業保險條例》第一條中明確指出“為了保障失業人員失業期間的基本生活，促進其再就業，製定本條例”。由此可以看出我國現行的失業保險有兩大基本功能：一是為失業者提供一定收入支持的生活保障；二是促進失業者實現再就業。這與發達國家失業保險的基本功能是一致的。所以，關於生活保障和就業促進的指標是評價失業保險功能水平的必要指標。在此基礎上，為了全麵衡量一個地區失業保險的綜合水平，有必要對失業保險的供給情況進行分析。由此，可以認為失業保險功能評價指標由保險供給、就業促進和生活保障這三大部分組成。
