淺析瓊台休閑農業合作發展的有效途徑

[摘 要] 發展休閑農業，可推動社會主義新農村建設，促進農業生產轉型升級。瓊台休閑農業合作對海南現代農業發展起到了示範、帶動和輻射作用。當前，影響瓊台休閑農業合作的主要問題是兩地政治體製差異大、合作投資環境不完善、合作支持力度小及台資引進項目規模不大等。瓊台兩地應加強政府間溝通與交流，對合作發展休閑農業加大扶持力度；成立瓊台農業合作聯盟組織，開展農業合作交流活動；設立瓊台休閑農業合作園區；改善合作投資環境，以逐漸實現海南農業轉型升級，推動海南國際旅遊島的建設。

Abstract： To develop leisure agriculture could boost the construction of socialism new countryside and the upgrade of the agriculture industry. Leisure agriculture cooperation between Hainan and Taiwan plays a demonstration and radiation role in driving the growth of modern agriculture in Hainan. However， there are some issues hindering the cooperation in terms of large political differences， the inconvenient environment for investment and cooperation， insufficient support， and small project scale introduced from Taiwan. The governments of Hainan and Taiwan should enhance communication and exchange， intensifying the support for leisure agriculture cooperation. Alliance organizations for the cooperation could be built for holding exchange and cooperative events. Leisure agriculture cooperation parks could be established. And the government should improve the investment environment. By doing so， the agriculture industry in Hainan could be upgraded and be a part of the success story of the Hainan international tourism island.

休閑農業，是一種新型農業，是旅遊業與農業的融合，具體來講，休閑農業是利用自然農業資源、田園景觀、輔以旅遊配套服務設施，體現地方風情民俗及農家文化，遊客不僅可以觀光休閑、采摘垂釣、體驗學習，還可以享受住宿、餐飲、娛樂、教育等服務，是人們在緊張工作之餘，放鬆身心，接觸自然的良好方式。發展休閑農業，還可以推動社會主義新農村建設，促進農業生產轉型升級。
