28.師出以律,否臧凶。——出自《師·初六爻》
今譯:軍隊的行動需要紀律,紀律不好,就會有凶險。
衍言:管理的通則是確立並嚴格執行規章製度,唯此,則治國治軍如烹小鮮。
《周易》小詞典:《師》,坎下坤上,坎為律法。初六象征出師之初,應謹守軍法,故以否臧戒之。

Modern interpretation: An army acts according to disciplines. Without a good discipline, it would be in danger.
Moral: It is a general practice to establish rules and regulations and strictly carry them out in management. Only by doing so, can a country and its army be easily administered and controlled.
Glossary: The Hexagram Shi takes the trigrams of Kan below and Kun above. Kan denotes laws and regulations. The first line, divided, shows that army should observe rules and guard against disobedience.
