摘要：構建社會主義和諧社會是黨中央在全麵建設小康社會新時期提出的重大戰略任務。政府在構建和諧社會中發揮著重要的作用。政府發揮作用的現實選擇是加強行政倫理建設，實現社會公正。匡正行政價值目標、加強製度倫理建設、塑造行政倫理人格是行政倫理建設的具體路徑。

Construction of Administrative Ethics in Building a Harmonious Society
Abstract：In the new period of building a well—off society，the CPC Central Committee made a major strategic task of building a socialist harmonious society. As for the government's important role in course of building a socialist harmonious society，a realistic option is to strengthen administrative ethics and realize social justice. The concrete path is to correct administrative values，strengthen institutional ethics，cultivate ethical character.

黨的十六屆六中全會通過的《中共中央關於構建社會主義和諧社會若幹重大問題的決定》指出“加強社會管理，維護社會穩定，是構建社會主義和諧社會的必然要求”，並進一步提出了“建設服務型政府，強化社會管理和公共服務職能”的具體任務。這明確了社會主義和諧社會構建過程中行政管理體製改革的目標、方向、原則和措施等。在推進行政管理體製改革，構建社會主義和諧社會的過程中，行政倫理從價值目標定位、倫理製度建設、行政行為規範等環節入手，對提高行政能力、解決社會矛盾、維護社會穩定、促進社會和諧等發揮著重要的作用。加強行政倫理建設是構建社會主義和諧社會的現實選擇。
